Congress: Sure we'll fund needle exchanges. Psych!

Congress is changing its policy on federal funding for needle exchanges. It used to be that you couldn't operate a needle exchange if you received federal funds, but a new bill would change that. Now you'd be able to operate a needle exchange as long as it is in a desolate area where no one would use it - more specifically at least 1000 feet from "any place children might gather".

The possibility of federal funds is particularly enticing for needle exchanges right now, as many face budget cuts in state funding which may force them to close down.
